Info About Running An Apple Program On Windows?

I know that you can have a program that runs on your Mac that simulates Windows. Is there an opposite program for your Windows?
I have to switch to Apple for college. I have been looking at Mac and testing them out and have come to realize that I don’t like them at all. The old Macs were ok but the new features that are supposed to be all high tec would only make my life miserable. Now please don’t answer my question by saying macs will grow on me or that I should try them more. I have for the last two years and nothin yet.
My school requires a mac operating system for our programs. I am going to a music school so this is a requirement that I can’t get around. Would there be a way to make a windows computer with a mac program? The Mac to Windows lets you choose what you want at start up but I want a Windows body. It can be any type of computer from Dell to HP. There is no way that i can afford a 17 inch screen which is what i need and all of the memory that i need.
Windows helps me build a better laptop that would more suit my needs and without a $3000 price tag which is what i am looking at now for a BASIC apple computer. Help!

    You would have to install a “hackintosh” version of OS X like iDeneb to actually run OS X natively, or else use a PowerPC emulator called PearPC. The first option is ideal, but it doesn’t work with every system and some functions might not work right. Also, running any system updates would nuke the OS, and it’s not technically legal. If your school requires it, I would just go for it – unless you’re savvy enough to try out the Hackintosh method, there’s not a way to emulate OS X on Windows.

    What you want is an emulator. I have one but cant find it or think of the name. Do a search for a Mac software emulator for Windows
